职称论文发表摘要: 南水北调工程只有一半的年份能发挥效用,其关键性的制约因素是华北地区缺乏大型调节水库。其结果是长江丰水年进不来,枯水年又无水进来;不仅如此,华北丰水年也留不住;导致南水北调工程效益低下。本文提出:在天津港以南、海防工路以东的海域修建海洋水库,可成功地破解上述难题,大幅提高南水北调的综合效益。本文从可利用的剩余水量(入海淡水量)、工程造价估算、水质及对生态环境的影响等方面,论述了该海洋水库的工程必要性、技术可行性、经济合理性和生态友好性。研究表明:所建议的海洋水库将极大地提高南水北调的效益、提高北京、天津的供水保障率及水质。

Abstract: the giant South-North-Water-Diversion Project (SNWDP) can only partially transfer the water due to lack of giant reservoirs regulating the stream flow. As a result of this, the project cannot transfer excessive water during flood period. On the other hand, there is no water to transfer in the dry period. Similarly, the local water resources cannot be retained but discharged to the sea, thus the efficiency of the project is very low. However, if a coastal reservoir in Tianjin was built, the problem would be completely solved. This paper proposes the location, size and major technique of the reservoir, and the key factors, such as the technical feasibility, runoff and water quality, budget and its impact on the ecosystem, show that the proposed reservoir is necessary, it can greatly enhance the efficiency of SNWDP.
