摘要： 县域消费市场的推进是"新常态"下转变经济发展模式的重要突破点，而政府财政金融政策作为宏观调控手段，是引导县域居民消费的重要途径。基于此，本文构建了县域居民消费的动态最优化模型，运用分位数回归法实证分析发现：县域居民的收入水平是影响其消费行为的决定性因素，且边际消费倾向随消费水平的提升呈现出递减的趋势；财政政策仅在中高及最高消费组产生显著的正向作用，在其余分位点上作用并不显著；金融政策尚未有利于县域居民消费的提升，甚至在中高消费组产生了抑制作用。总体而言，财政金融促进县域居民消费的作用并不明显，应有针对性地制定差异化的财政金融政策。

Abstract： The promotion of the county consumption market is an important breakthrough in the transformation of economic development mode under the "new normal", and the government's fiscal and financial policy as the macro-control means is an important way to guide the consumption of the county residents. Based on this, this paper constructs a dynamic optimization model of the consumption of the county residents, using quantile regression analysis of empirical analysis: we found that the income level of county residents is the decisive factor to affect the consumer behavior, and the marginal consumption propensity is decreasing with the increase of the consumption level; fiscal policy has a significant positive effect only in the medium high and the highest consumption group, and the effect is not significant at the other points; financial policy has not yet been conducive to the promotion of the consumption of the county residents, and even have a inhibitory effect in the middle and high consumer groups. Overall, the role of fiscal and finance to promote the consumption of the county is not obvious, which should be targeted to develop differentiated fiscal and financial policies.
