摘要： 城市交通拥堵问题已经成为阻碍城市健康发展的一大顽疾，从目前的研究和实践来看，产城市交通拥堵的原因具有复杂性，其中涉及到交通基础设施供给、城市规划、城市机动化以、公共交通水平以及市民出行特征等等因素。缓解城市交通拥堵，可分为发展性措施、管理性措施、限制性措施。城市交通拥堵问题是一个系统难题，需要采用综合措施治理。

Abstract： Urban traffic congestion has become a serious problem，impeding the healthy development of the city. The causes of traffic congestion phenomenon is complex, which involves the supply of transportation infrastructure, urban planning and urban motorization, level of public transportation, and residents travel characteristics and so on. Urban traffic congestion problem is a system problem, need to adopt comprehensive measures to governance. The ways to solve urban traffic congestion can be divided into: developmental measures, administrative measures, restrictive measures.
