摘要： 在构建江苏农业循环经济发展评价指标体系的基础上，运用熵值法对江苏省农业循环经济发展进行综合评价和分析，结果表明：2000-2014年江苏省农业循环经济发展水平和质量总体上呈现不断上升的趋势，其中经济与社会发展和资源循环利用2个分类指标的评价值总体上呈现上升趋势，对江苏农业循环经济发展具有较大的促进作用；资源减量投入指标的评价值总体呈现下降趋势，资源环境安全指标评价值在一定区间内波动，两者成为江苏省农业循环经济进一步发展的主要制约因素。障碍因素分析表明，影响江苏省农业循环经济发展的障碍因素主要集中在资源减量投入因素，其次为资源环境安全因素，资源循环利用因素和经济与社会发展因素障碍度很小或为零。在此基础上提出了促进江苏农业循环经济发展的对策建议。

Abstract： Based on constructing an integrative index system for evaluating the development level of agricultural recycling economy, used entropy value method to make comprehensive evaluation of the development level of agricultural recycling economy in Jiangsu Province. The results show: from 2000 to 2014, the level and quality of agricultural recycling economy development in Jiangsu Province show a rising trend, in which the evaluating value of two the classification index of economic and social development and utilization of circulative resources show a rising trend in whole, they have a great promotion to agricultural recycling economy development in Jiangsu Province; the evaluating value of the input resource reduction shows the trend of falling down; the evaluating value of resources and environmental safety fluctuates in a range, both are the main constraints of the further development of agricultural recycling economy in Jiangsu. The obstacle factor analysis result show that the main constraints of development of agricultural recycling economy of Jiangsu Province focused on: input of resource reduction factors, followed by resources and environmental safety factors, the obstacle degree of utilization of circulative resources and economic and social development factors are fairly little or nothing. On the basis of this, several suggestions were put forward from promotion of the development of agricultural recycling economy in Jiangsu Province.
